Whole-house carbon filtration in Winter Park starts with the City's own published report, not with a test kit on somebody's kitchen counter.

The City publishes a short answer to residents who have had a softener salesperson run that test. On the health question, the City is right, and we will say so in print. What its answer leaves out is the one regulated figure in the City's own 2025 report that sits within two parts per billion of its legal limit. It has nothing to do with hardness; carbon addresses it.

What the City of Winter Park Publishes About its own Water

The water in a Winter Park tap is treated by the City itself. Winter Park owns and operates three interconnected drinking water treatment facilities and one repumping facility, serving approximately 23,000 connections inside a 23-square-mile service area and treating an average of 11 million gallons a day. The water is pumped from the lower Floridan Aquifer through six wells at depths of up to 1,330 feet. So the body that decides what goes into the water arriving at your house, and the body that publishes the results, are the same City government you already pay a utility bill to.

The treatment sequence is worth knowing because it explains the numbers. The raw water is dosed with ozone to eliminate the naturally occurring hydrogen sulfide, then held in large ground storage tanks where it is chlorinated to kill harmful bacteria. Two disinfection steps, each leaving its own kind of residue: ozone accounts for the bromate row below, chlorination for the other two byproduct rows. The City reports all of them.

Four rows out of the City's own tables for calendar year 2025, reproduced without changing a figure. This is an extract, and we will say what is missing from it: the report carries more columns than fit on a page like this; it lists inorganic results for barium, fluoride, lead, nitrate and sodium, and it records one further 2025 detection, dalapon at 0.61 parts per billion against a limit of 200. None of those is close to a limit. Read the report in full anyway.

The first row is the one to read twice. Total trihalomethanes are reported at a highest locational running annual average of 78.60 parts per billion, with a maximum contaminant level of 80. Winter Park incurred no violation, and that is the correct reading of the rule: compliance turns on the running annual average at each sampling site, and the City reports that the annual average at every site came in at or below the limit. Winter Park passed.

Underneath that pass are two individual readings the City chose to publish. One sampling location returned 102.0 parts per billion in June 2025 and 85.5 in September. The City sets out the health effect alongside them, in its own words, for water containing trihalomethanes in excess of the MCL over many years: some people may experience problems with their liver, kidneys or central nervous systems, and may have an increased risk of getting cancer. Note the condition in that sentence. It shows water exceeding the maximum contaminant level for many years, and Winter Park's site averages are below that level, so there is nothing to report. The two individual readings tell you something different, and it is the operational point of this page.

Look at the range column on that row: 49.60 to 102.00 parts per billion across the City's sampling sites, a spread of more than two to one inside a single 23-square-mile system fed by three interconnected plants and a repumping facility. And note what 78.60 actually is. It is the highest locational running annual average, meaning the annual figure at the worst site among those. It is not a systemwide number, and it is certainly not a number from your street. Trihalomethanes keep forming while chlorinated water sits in the mains, so where an address falls in the distribution system moves its result, and the City's own spread is the evidence for that. It is why a Winter Park job starts with which part of the system feeds you, and why a reading taken at your tap beats a quote written against a citywide figure.

One oddity, before somebody else names it. On the haloacetic acids row, the City reports a highest annual average of 29.75 above a stated range topping out at 29.20. Neither can describe the same quantity. We have reproduced the row as printed and made no attempt to reconcile it. If it bears on your decision, ask the City's laboratory manager.

Two things are true at once here, and they pull in opposite directions. Winter Park is meeting the standard, and elsewhere in the same report, the City notes that in 2025 it earned the FSAWWA Best Tasting Drinking Water title for central Florida, awarded through a blind evaluation of taste, odor, clarity, and color. We are not going to stand in your kitchen and tell you the water tastes bad when a panel of judges said otherwise this year. What we will tell you is that the single regulated number closest to its ceiling in Winter Park is a chlorination byproduct, that the City published it plainly instead of burying it, and that whole-house carbon is the equipment that goes after that class of compound.

Nothing in that table is a hardness measurement. The City left it out, and this page follows suit: no hardness number, no softener recommendation. The FAQ below sets out why.

Granular activated carbon sits where the City's main enters your house, ahead of the water heater, so every fixture downstream draws filtered water. A device fitted at one sink reaches that sink. The shower, the laundry, and the ice maker carry on as before. That difference is the whole argument for treating at the point of entry, and it is why this is a plumbing job in which the tie-in is most of the work.

Carbon is the accepted household treatment for chlorine and for the organic byproducts that chlorination leaves behind. On the City's table, that is the chlorine residual row and the two rows above it, trihalomethanes and haloacetic acids, which are three of the four rows and the reason this page exists. An undersized vessel still looks like a working installation from the outside, so the sizing arithmetic is included in our quote, where you can see it.

Here is where we stop short of the usual pitch. The City's bromate figure is 4.306 parts per billion, well below the 10 limit and comfortably within the ceiling, and no sale of ours is going to be built on that row. Carbon does not fix every line in the table, and this page does not claim it does. If something we say about your water cannot be traced to the City's report or to a reading taken at your own tap, it stays off the quote.

01The City says my water requires no treatment for health reasons. Is the City wrong?

No. The City's published answer to that question reads: the water coming into your home is very pure and needs no treatment for any health aspect, and sales people usually show tests which reveal chlorine and calcium hardness, which is to be expected. Every part of that is accurate. A doorstep test that finds chlorine in chlorinated water has discovered that the City is doing its job. The question this page asks is a different one: given the City's own 78.60 figure against a limit of 80, do you want the chlorination byproducts removed from the water before it enters your house? That is a preference, and you are entitled to it regardless of whether the water is compliant.

02Where do I check these numbers myself?

The City posts it at cityofwinterpark.org/h2oReport, and the Water and Wastewater Utilities Department will mail a printed copy to your home on request. Questions about the test results or the health effects go to the City's laboratory manager at 407-599-3527. We would rather you call that number before you call ours.

03Does Winter Park chlorinate, and how much is in the water?

The City's 2025 report lists chlorine at a 1.0 ppm average across the distribution system, with results ranging from 0.2 to 1.7 ppm against a maximum residual disinfectant level of 4. That published residual is what we size the carbon stage against, and it is the one row on the table a field test at your tap can actually confirm.

04How do I know my address is even on Winter Park water?

The City's service area covers roughly 23 square miles and does not stop neatly at the municipal boundary, so a Winter Park mailing address and a Winter Park water connection are two different things. Your utility bill settles it in about five seconds. If the bill carries the Orange County Utilities name, the figures on this page are not yours, and we will point you at the right ones.

05Can you give me a hardness number for Winter Park?

Not one we can stand behind, and neither can the City. Hardness carries no maximum contaminant level, so Florida water quality reports are not required to include it, and Winter Park's report does not. The contrast next door is worth knowing. Orlando Utilities Commission lists an average hardness of 129 parts per million, about 7 grains per gallon, in the frequently asked questions section on its website. Winter Park publishes no equivalent figure at all, so a number lifted from Orlando and applied to a Winter Park address is a reading of somebody else's water. The figures circulating online were posted by businesses that size softeners on them; they do not agree with one another, and none of them was taken at your address. We will measure the hardness at your own tap if you want the number, and until somebody does that, we are not printing one.
