The water in a Winter Park tap is treated by the City itself. Winter Park owns and operates three interconnected drinking water treatment facilities and one repumping facility, serving approximately 23,000 connections inside a 23-square-mile service area and treating an average of 11 million gallons a day. The water is pumped from the lower Floridan Aquifer through six wells at depths of up to 1,330 feet. So the body that decides what goes into the water arriving at your house, and the body that publishes the results, are the same City government you already pay a utility bill to.
The treatment sequence is worth knowing because it explains the numbers. The raw water is dosed with ozone to eliminate the naturally occurring hydrogen sulfide, then held in large ground storage tanks where it is chlorinated to kill harmful bacteria. Two disinfection steps, each leaving its own kind of residue: ozone accounts for the bromate row below, chlorination for the other two byproduct rows. The City reports all of them.
Four rows out of the City's own tables for calendar year 2025, reproduced without changing a figure. This is an extract, and we will say what is missing from it: the report carries more columns than fit on a page like this; it lists inorganic results for barium, fluoride, lead, nitrate and sodium, and it records one further 2025 detection, dalapon at 0.61 parts per billion against a limit of 200. None of those is close to a limit. Read the report in full anyway.
The first row is the one to read twice. Total trihalomethanes are reported at a highest locational running annual average of 78.60 parts per billion, with a maximum contaminant level of 80. Winter Park incurred no violation, and that is the correct reading of the rule: compliance turns on the running annual average at each sampling site, and the City reports that the annual average at every site came in at or below the limit. Winter Park passed.
Underneath that pass are two individual readings the City chose to publish. One sampling location returned 102.0 parts per billion in June 2025 and 85.5 in September. The City sets out the health effect alongside them, in its own words, for water containing trihalomethanes in excess of the MCL over many years: some people may experience problems with their liver, kidneys or central nervous systems, and may have an increased risk of getting cancer. Note the condition in that sentence. It shows water exceeding the maximum contaminant level for many years, and Winter Park's site averages are below that level, so there is nothing to report. The two individual readings tell you something different, and it is the operational point of this page.
Look at the range column on that row: 49.60 to 102.00 parts per billion across the City's sampling sites, a spread of more than two to one inside a single 23-square-mile system fed by three interconnected plants and a repumping facility. And note what 78.60 actually is. It is the highest locational running annual average, meaning the annual figure at the worst site among those. It is not a systemwide number, and it is certainly not a number from your street. Trihalomethanes keep forming while chlorinated water sits in the mains, so where an address falls in the distribution system moves its result, and the City's own spread is the evidence for that. It is why a Winter Park job starts with which part of the system feeds you, and why a reading taken at your tap beats a quote written against a citywide figure.
One oddity, before somebody else names it. On the haloacetic acids row, the City reports a highest annual average of 29.75 above a stated range topping out at 29.20. Neither can describe the same quantity. We have reproduced the row as printed and made no attempt to reconcile it. If it bears on your decision, ask the City's laboratory manager.
Two things are true at once here, and they pull in opposite directions. Winter Park is meeting the standard, and elsewhere in the same report, the City notes that in 2025 it earned the FSAWWA Best Tasting Drinking Water title for central Florida, awarded through a blind evaluation of taste, odor, clarity, and color. We are not going to stand in your kitchen and tell you the water tastes bad when a panel of judges said otherwise this year. What we will tell you is that the single regulated number closest to its ceiling in Winter Park is a chlorination byproduct, that the City published it plainly instead of burying it, and that whole-house carbon is the equipment that goes after that class of compound.
Nothing in that table is a hardness measurement. The City left it out, and this page follows suit: no hardness number, no softener recommendation. The FAQ below sets out why.
